Page responsiveness not working

Need help Responsiveness

I have a homepage which did function properly with responsiveness on mobile. I have no clue where the issue is coming from.

Even if I delete everything on the page, the responsiveness does not scale down manually to mobile size.

I just solved the issue by accident. The page container was at a minimum width of 67. Changed it to 30. I tried this before not sure maybe I missed it.
