Can someone clear up how to appropriately use the “privacy” tab on the data page?

Yes, so for any private data that only the creator of that data should access, you need to deselect all fields for other users and have a Privacy role that says When Current User Is This (Data Types) Creator then tick all the fields that apply.
Apart from that the rest is specific to the app and use case, so you’d need to be more elaborate on the data set up and desired functions
